It is fully atmospheric and features a "tool free" adjustment setup by turning the cap of the valve. Included is an aluminum weld on flange and quick release v-band clamp.
This looks like a super good quality part, and included in the box is the recirc hose plug, it's not listed that it's included so don't be like me and buy another plug. Can't wait to get it installed!
